Title: Manager, Health, Safety & Environment (HSE)

Responsibilities:

Responsible for providing Health, Safety, and Environment (HSE) management support at job sites to ensure all operations are conducted at optimal safety standards.

Conduct regular safety surveillance, including formally documented audits of facilities and operations to identify and assess unsafe conditions and practices. Support management in evaluating hazards and risks associated with planned or existing operations.

Ensure compliance with HSE legal and regulatory requirements by conducting inspections and hazard assessments in line with applicable laws, regulations, and industry codes of practice, and identifying occupational health risks.

Manage HSE documentation and records in compliance with government and company reporting requirements.

Act as liaison between management, government authorities, contractors, and other stakeholders as required.

Conduct safety training and orientation for new employees, covering HSE responsibilities and safe work practices, and ensure completion of required follow-up training. Maintain accurate training records.

Oversee incident reporting and investigation processes to ensure accuracy and completeness of reports. Provide guidance on incident investigation techniques and ensure timely investigation and reporting of all incidents to relevant authorities.

Conduct workplace inspections and audits to ensure compliance with HSE standards and maintain a safe working environment.

Support oil spill response planning, including management of response equipment and participation in relevant national initiatives. Ensure proper reporting and regulatory compliance for environmental incidents.

Compile spill statistics and prepare reports, analysis, and performance trends.

Support emergency medical evacuation (MEDEVAC) arrangements, including coordination of service contracts for emergency medical and transport services.

Prepare and manage HSE budgets, including safety equipment, training, and related services.

Develop and implement safety plans and ensure adherence to approved safety procedures and programs.

Monitor workplace safety performance and ensure compliance with established safety plans and procedures.

Supervise employees to ensure compliance with HSE rules, regulations, and safe work practices.

Provide coaching and training to promote safe behavior and prevent unsafe working conditions.

Investigate workplace incidents, injuries, and illnesses, and prepare reports with recommendations to prevent recurrence.

Compile and analyze HSE data and statistics, and prepare reports with findings and improvement recommendations.
Requirements:
- Qualification: Bachelor’s Degree, Post Graduate Diploma or Professional Degree in Occupational Safety & Health, Environmental Science, Engineering, or related field
- Minimum NEBOSH or equivalent HSE certification (e.g., NIOSH Certificate or equivalent recognized qualification).
- Required skill(s): Strong knowledge of PETRONAS HSE reporting requirements, including definitions, categories, and key performance measures. In-depth understanding of HSSE management systems and emergency response procedures. Comprehensive knowledge of PETRONAS Governing Standards and applicable safety requirements.
- Key quality(s): Demonstrated strong leadership in promoting a positive Health, Safety, and Environmental culture. Excellent attention to detail with sound judgment in assessing and managing operational risks. Strong communication skills with the ability to engage effectively across all levels of the organization, ensuring HSE procedures are clearly understood, implemented, and consistently followed.
- Required language(s): English and Bahasa Malaysia
- Desired experience/exposure: Minimum of 20 years of experience as an HSE practitioner in live hydrocarbon or offshore environments, particularly on rigs. Proven experience in Occupational Safety and Health functions within the offshore Oil & Gas sector. Strong knowledge and hands-on experience in Safe Systems of Work (SSoW), Permit to Work systems, and process plant operating procedures and practices.
